Thought this might be useful to those of us who want a Stormwind horse as a mount but are not from Stormwind, sorry but if you are horde this post will be of no use to you at all. Sorry.
Right. You need to start in the human starting area at Northshire abby, do all the quests there moving on to Goldshire then Westfall and so on, the only quest I didn't do was the Deadmines. Following the human quest line through Darkshire until you get to Stranglethorn.
From Strangethorn what I did was swim round to Booty bay and caught the boat to Ratchet. Head towards the fissure left by Deathwing and follow it along, keeping it on your left. This should lead you to an outpost for Honor hold where you should start the quest lone there. Try to aim for quests given by humans. Once you have done about five it six quests at the Front line if you have followed the quest chain you child be exaulted or close to exaulted with Stormwind without handing in any cloth or running any dungeons.
At least that's how I did it :)

Thanks for posting it here. I got exalted before Cata by mainly handing in cloth farmed from Strathholme, but I think they removed the cloth NPCs (at least I didn't find one in Ironforge for the IF rep). Not sure though, did they?

You can also do the fishing and cooking daily quests. They both give Stormwind rep.

Running instances with the tabard on is probably fastest though.

Yeah running dungeons is faster but If like me you can't dedicate an hour or so of undisturbed wow time then you could solo the rep.:)

Happily already got mad reputations with Stormwind, but I'm currently working on Darnassus. I should get my finger out and go to dark shore, there's a whole load of quests I haven't done there as Rae.

The horses are nice mounts for sure. A bit expensive to house and feed. The slower mount should have been a donkey though! EeeeOrrrr!
